Central and Eastern European Online Library (C.E.E.O.L.) is a worldwide unique online-archive of more than 300 Central-, East- and Southeast European humanities and social sciences periodicals. It comprises scientific and cultural periodicals which allow an in depth view of the histories, cultures, societies and politics of more than 20 countries covering the region between Tallinn and Tirana, Prague and Chisinau. As a content distributor and provider C.E.E.O.L. meets the needs of all participants in the process of distribution, i.e. the readers (as both institutional and individual users), the authors and the publishers / editors of the journals.

C.E.E.O.L. is a project of the software development company Questa.Soft GmbH which is based in Frankfurt am Main, Germany. It may be seen as a virtual heir of the East/West European Cultural Centre “Palais Jalta” which from 1991 to 2003 attempted primarily to balance the flow of information from West to East with a significant counter current in the opposite direction.
